We offer TeleHealth/virtual services and return-to-duty (RTD) virtual evaluations for drivers and employees to return to work.
Federal Motor Carriers Safety Administration uses the FMCSA Clearinghouse. If you need assistance, contact us to help you get registered and start the return-to-duty process.
We assist with DISA and DISA/corporate violations. Contact us to verify if you need to complete the SAP portion of the return-to-duty process.
Pipeline & Hazardous Materials Safety Administration employees can be assured efficient assistance when returning to work.
Merchant mariners, crew members, and other persons on vessels who need to complete the SAP portion of the RTD can rest assured the efficiency and explanation of the return-to-duty process.

The RTD process is three steps:
1. Complete the initial SAP evaluation
2. Complete the treatment plan recommended by the SAP
3. Complete a follow-up evaluation with the SAP
There is no definite answer. No matter what, a person who fails a drug/alcohol test, or refuses a test, has to "do something." Federal guidelines require the employee to complete a treatment plan (step 2) which is recommended by the SAP after the evaluation. We consider your finances and resources when prescribing the treatment portion of the RTD process.
Yes. A refusal is still considered a violation. An employee will need to complete the SAP portion of the return-to-duty process.
Call our office and schedule an appointment. Employees must pay the fee before getting on the schedule. Face-to-face and virtual evaluations are usually scheduled within 24-48 hours.
First, you need register on the FMCSA Clearinghouse. Then "Select your SAP." If you choose us, type in "Yellow Arrow Consulting." "Yellow Arrow Consulting, LLC Jose T. Ramirez" will pop up. Press or click on the pop up and then select "send request." Once that happens, Jose will email or call you to discuss the RTD process.
Absolutely! Call our office or email us and we will help you get registered in the Clearinghouse.
Since the rules changed in November 2024, there has not been an accurate answer. Letters have been sent to drivers with information and time frames about how and when to complete the return-to-duty process. If you have trouble understanding the letter, call or email us and we will help you find out. If it is a recent violation, then "yes", you can complete the RTD process and attempt to get your status to "not prohibited" (eligible) to drive.
A SAP cannot determine the eligibility to return to work. A SAP can ONLY determine that an employee is eligible to take a return-to-duty drug test. The employer determines who can/cannot return to work based on their policies and procedures.
If an employee fails an alcohol/drug test, or refuses a test, the employer is mandated to remove the employee immediately from their safety-sensitive duties. The designated employee representative (DER) is required to provide a list of SAP's to begin the return-to-duty process.
Check the FMCSA Clearinghouse and see if you have a "prohibited" status. If you do, then yes, you will need to complete the RTD process. If it is a DISA violation, call our office and we will check with DISA to see if you have a violation with them.
Yes! First thing to do is get your court documents ready. Call the office and Jose will call you back that same day. Be prepared to share the documents with us to see what the court is requesting. Jose will discuss the process and fee with you.

Jose has been serving the mental health and substance abuse population since 2002. He has experience with treating individuals who suffer from depression, anxiety, substance use, grief, trauma, and relationships. He is known for a direct approach to complex cases.
Jose has a strong relationship with the network of people that serve the Coastal Bend and stretches beyond the Texas state border. Jose has conducted workshops about synthetic marijuana, alcohol, illicit drug use, the treatment of drugs and alcohol, and mental health. Mr. Ramirez conducts motivational speeches about his personal experiences with social service agencies, law enforcement, and government officials across the state.
Jose studied at the nationally recognized Center for the Study of Addiction, now known as the Center for Collegiate Recovery Communities at Texas Tech University. He received his bachelor’s degree in Human Development and Family Studies with a minor in Substance Abuse in 2003. He received his master’s degree in social work from Our Lady of the Lake University in 2015.We promise to be there for you every step of your journey.

Relationship counseling can be beneficial to couples who are struggling with substance use and looking to heal their emotional connection, in all stages of recovery. Therapy sessions are held with both couples and is a supportive place to discuss issues and solutions to better strengthen your relationship.
Individuals who have committed crimes need legal assistance with determining the severity of their drug use. We have educated the public about addiction, assisted in Crisis Intervention Team (CIT) trainings, and educated the judicial systems to secure the fidelity of the law.
